01/21/2025: KI-136 & Fall '24 Hotfix 2 (1.38.1.3)

A new known issue (KI) was identified where package files weren't appearing in the Collaborator Portal, and a hotfix for Scientific Publications Cloud product Fall '24 was released to fix this KI-136 along with the previous KI-135.
