Description	Nodes E.i.1.1b and E.i.1.1a are never output because there is a catch 22 in the code: - E.i.1.1b/a is only included if E.i.2.1b/a are also populated - E.i.2.1b is stored in valueCode and when writing the XML in MED_E2bBase 279, innerText (E.i.1.1b/a) is only written if valueCode is blank

Steps to reproduce	1. Have E2B configured and active in the system 2. Map E.i.1.1a and E.i.1.1b in the E2B settings 3. Create an AE and populate the mapped fields 4. Generate an E2B The node where E.i.1.1a/b are supposed to show up will be missing from the output E2B file
